(AP) ? Across the vast Pacific, the mighty bluefin tuna carried radioactive contamination that leaked from Japan's crippled nuclear plant to the shores of the United States 6,000 miles away ? the first time a huge migrating fish has been shown to carry radioactivity such a distance.

"We were frankly kind of startled," said Nicholas Fisher, one of the researchers reporting the findings online Monday in the Proceedings of the National Academy of Sciences.

The levels of radioactive cesium were 10 times higher than the amount measured in tuna off the California coast in previous years. But even so, that's still far below safe-to-eat limits set by the U.S. and Japanese governments.

Previously, smaller fish and plankton were found with elevated levels of radiation in Japanese waters after a magnitude-9 earthquake in March 2011 triggered a tsunami that badly damaged the Fukushima Dai-ichi reactors.

But scientists did not expect the nuclear fallout to linger in huge fish that sail the world because such fish can metabolize and shed radioactive substances.

One of the largest and speediest fish, Pacific bluefin tuna can grow to 10 feet and weigh more than 1,000 pounds. They spawn off the Japan coast and swim east at breakneck speed to school in waters off California and the tip of Baja California, Mexico.

Five months after the Fukushima disaster, Fisher of Stony Brook University in New York and a team decided to test Pacific bluefin that were caught off the coast of San Diego. To their surprise, tissue samples from all 15 tuna captured contained levels of two radioactive substances ? ceisum-134 and cesium-137 ? that were higher than in previous catches.

To rule out the possibility that the radiation was carried by ocean currents or deposited in the sea through the atmosphere, the team also analyzed yellowfin tuna, found in the eastern Pacific, and bluefin that migrated to Southern California before the nuclear crisis. They found no trace of cesium-134 and only background levels of cesium-137 left over from nuclear weapons testing in the 1960s.

The results "are unequivocal. Fukushima was the source," said Ken Buesseler of the Woods Hole Oceanographic Institution, who had no role in the research.

Bluefin tuna absorbed radioactive cesium from swimming in contaminated waters and feeding on contaminated prey such as krill and squid, the scientists said. As the predators made the journey east, they shed some of the radiation through metabolism and as they grew larger. Even so, they weren't able to completely flush out all the contamination from their system.

"That's a big ocean. To swim across it and still retain these radionuclides is pretty amazing," Fisher said.

Pacific bluefin tuna are prized in Japan where a thin slice of the tender red meat prepared as sushi can fetch $24 per piece at top Tokyo restaurants. Japanese consume 80 percent of the world's Pacific and Atlantic bluefin tuna.

The real test of how radioactivity affects tuna populations comes this summer when researchers planned to repeat the study with a larger number of samples. Bluefin tuna that journeyed last year were exposed to radiation for about a month. The upcoming travelers have been swimming in radioactive waters for a longer period. How this will affect concentrations of contamination remains to be seen.

Now that scientists know that bluefin tuna can transport radiation, they also want to track the movements of other migratory species including sea turtles, sharks and seabirds.

Obama campaign goes on the defensive on spending, debt

WASHINGTON (AP) ? Government spending and debt are emerging as a campaign tug-of-war, with Mitt Romney blaming President Obama for a "prairie fire of debt" and Obama calling the charge a "cowpie of distortion." House Speaker John Boehner is talking about a debt ceiling that is still more than eight months away.

What gives? In a word, polling.

The American public is growing increasingly distressed about government spending and high budgets. The issue now ranks as high on the worry scale as lack of jobs. And it worked well for Republicans in 2010, who galvanized voters with ads and flyers that drew attention to government red ink and took back control of the U.S. House after four years of Democratic rule.

Republicans are looking for that magic again.

Romney has maintained a drumbeat of criticism over Obama's handling of federal spending and the national debt in recent weeks, forcing the president on the defensive on an issue where public opinion is stacked against him.

In Iowa earlier this month, Romney said a "prairie fire of debt" was sweeping across the nation, threatening the country's future. He accused Obama of inflating the debt that he had pledged to reduce and ballooning the federal budget deficit with the 2009 economic stimulus and 2010 health care bill after saying he would cut it sharply.

Obama, in campaign events in Colorado, California and Iowa this week, argued that federal spending had slowed to rates not seen in decades after he inherited a $1 trillion large debt and later pushed for $2 trillion in spending cuts. The president pointed to Romney's tax proposal, saying it would give millionaires tax cuts at the expense of the debt.

Obama called Romney's claims a "cowpie of distortion" and would saddle the debt with $5 trillion in new tax cuts, likening it to trying to put out "a prairie fire with some gasoline."

"What happens is, the Republicans run up the tab, and then we're sitting there and they've left the restaurant," Obama said at a campaign event in Des Moines. "And then they point and (say), 'Why did you order all those steaks and martinis?'"

Obama's defensive crouch on debt and spending reflect a hard reality: Polls consistently show voters, including sought-after independents, placing more trust in Romney to handle the massive debt. The nation's economy remains a focal point for voters but many remain concerned that years of heavy federal spending on guns and butter could leave the U.S. in a similar position as Greece and other European nations grappling with massive debt.

A Gallup/USA Today poll conducted May 10-13 found that overall, 82% of Americans called the "federal budget deficit and debt" extremely or very important, a level of interest comparable to unemployment. The same poll found Romney with a broad advantage on handling the budget deficit and debt, with 54% saying he would do a better job handling it compared with 39% who chose Obama.

The results mirrored an April Washington Post/ABC News poll, which found 51% of Americans sided with Romney on handling the federal budget deficit, compared with 38% for Obama. Among independents, 60% preferred Romney while 29% thought Obama would do a better job handling it.

The White House has tried to respond. Traveling to Colorado Springs, Colo., White House press secretary Jay Carney cited an analysis by MarketWatch that said spending under Obama had grown more slowly than any president since Dwight Eisenhower.

A few hours later, Obama picked up on the piece, telling donors in Denver that his work to pay down the federal debt in a "balanced and responsible" way was "starting to appear in places ? real liberal outlets like the Wall Street Journal? since I've been president, federal spending has risen at the lowest pace in nearly 60 years." MarketWatch is published by Dow Jones & Co., which also publishes the Wall Street Journal.

Yet, Obama's budget stewardship is open to interpretation. The debt now stands at $15.7 trillion, compared to $10.6 trillion on his inauguration day. On a dollar basis, that's the biggest ever jump in the debt. How much the debt has grown can also be measures as a percentage of what he inherited. By that measure, the debt has increased by half during the three-and-a-half year Obama administration. During President Ronald Reagan's eight-year administration, the debt nearly tripled, from about $910 billion to more than $2.6 trillion.

Still, much of the increase during Obama's tenure has been a consequence of the recession. In a poor economy, government spending increases automatically because more Americans become eligible for food stamps, unemployment assistance and Medicaid. Also, a poor economy leads to unemployment which cuts into tax revenue. As a result, deficits are inevitable as more money goes out and less comes in.

To be sure, Obama pushed through a stimulus package that cost more than $800 billion and he and President George Bush both approved spending of the $700 billion bank bailout in 2008 and 2009. But those costs are not recurrent.

"It's important to understand the reason why the debt went up by so much," said Robert Bixby of the budget watchdog group The Concord Coalition. "We certainly do have a very serious long-term debt problem in the country. We have an underlying structural imbalance between what we are promising, mostly in entitlement benefits, and what we're willing to pay for in taxes. But in the short-term there are a lot of factors that are pushing the debt up that aren't related to fiscal policy."

Add to the mix Boehner, who has said when Congress is asked to raise the nation's borrowing cap after the election, he will insist on spending cuts to offset the increase. Democratic leaders call it an irresponsible course of action, noting that the gridlock over the debt ceiling last year caused a downgrading of the U.S. government's credit rating.

All of this is aimed at unaligned, independent voters.

In turning attention to debt, Republicans are tapping a winning issue they deployed in congressional races two years ago. In October of 2010, Republican pollster Wes Anderson said, congressional campaigns shifted "away from jobs and economy to government taking us over the cliff." The emphasis proved to be a success at the ballot box.

These days, the economy remains the preeminent issue in voters' minds, but Anderson says middle-of-the-road votes are the targets of the big government message.

"The middle is angry about where we are at and they really see two villains on this stage, this play has two antagonists. Both of them are big," said Anderson, who is working on congressional and statewide political campaigns in several states that are presidential battlegrounds. "One is big business, big Wall Street, big insurance, big oil, just big, abusing the middle class, abusing small businesses, abusing the taxpayer. The other is big government ? big government wildly running up massive deficits and debt which abuse the taxpayer, the middle class and small business."

Independent voters, he said, "hold both of those central tenets to be true."

House experience a minus for some Senate hopefuls

WASHINGTON (AP) ? U.S. House members who are trying to make the step up to the Senate this year are finding themselves on the defensive about Washington experience that traditionally has been a big asset.

Even those not under direct attack for being part of Congress are finessing the way they talk about their work in the nation's capital ? evidence that the strong anti-incumbent sentiment among voters in 2010 is still there two years later.

"Washington experience or experience in elected office in Washington is not necessarily the ticket to the U.S. Senate it has been in the past," said Chris LaCivita, a Republican strategist. "Clearly people are looking for something different."

Campaigns clearly see that. Just look at Republican primaries in three key states: Missouri, Connecticut and Arizona.

In Missouri, Rep. Todd Akin has had to defend his time in Washington as his two primary opponents criticize votes he has taken and position themselves as outsiders. In Connecticut, Linda McMahon, running again after being soundly beaten in her 2010 Senate race, is getting traction with party activists as an outsider opposite former Rep. Chris Shays. And in Arizona, Rep. Jeff Flake, largely viewed as a conservative outsider in the House, is being slapped with the insider label by his tea party-inspired opponent.

Some House Democrats looking to make the leap are dealing with the same stigma.

Hawaii Rep. Mazie Hirono, trying to succeed retiring Daniel Akaka in what has been a sure seat for Democrats, faces Republican Gov. Linda Lingle, who's made her status as a Washington outsider a key part of her appeal. In Nevada, Rep. Shelley Berkley has come under fire for her work in the House by her opponent, GOP Sen. Dean Heller ? himself a former member of the House.

Bashing members of the House makes sense. Polls show voters' disdain for Congress at near historic levels.

A mid-April CBS/New York Times poll put Congress' approval rating at 13 percent, with 77 percent disapproving of how members are handling their jobs. Another poll, conducted by Quinnipiac in mid-April, had approval for Democrat and Republican members of Congress at 27 percent and 23 percent respectively.

Historically, voters have valued experience. Half of the Senate's current members first served in the House, including seven of the 16 who were newly elected in 2010.

But over the past three election cycles ? two strong Democratic years before the Republican wave of 2010 ? voters have been looking more and more for candidates viewed as fresh faces. The biggest examples two years ago were Mike Lee's upset of 18-year Senate veteran Robert Bennett in Utah's GOP caucus and veteran GOP Rep. Mike Castle's loss in Delaware's GOP Senate primary to tea party-endorsed Christine O'Donnell.

"Republican primaries, especially on the Republican side, reward those who go to the extremes as opposed to rewarding those who seek to govern and lead," said Democratic consultant Chris Lehane. "As a consequence, the incumbency tag becomes the electoral equivalent of the scarlet letter and makes a candidate vulnerable to charges of being a compromiser."

Running with a record in the House still has its advantages. The candidate starts with name recognition, a political and geographic base, easier access to campaign cash, a larger platform to launch a campaign from and a better ability to attract quality staff.

But all of that can be upended when voters are angry.

"Congress is more fundamentally unpopular now than in 2010," said Jenny Backus, a Democratic strategist. "People think they sent a message in 2010 and they think it's fallen on deaf ears, so they're almost twice as mad at Washington. Things didn't get fixed and so the disapproval numbers of Congress have bottomed out. So candidates are sort of running away from that label."

That's why a candidate like Rep. Connie Mack, eager to sew up tea party support in his GOP Senate primary in Florida, recently called the Republican budget passed by his colleagues in the House a "joke" ? before clarifying that he was referring to the process by which the budget passed.

And it's why first-term Rep. Rick Berg, R-N.D., running for the Senate against former state attorney general Heidi Heitkamp, will continue to sound like a candidate who hasn't spent two years in Washington already.

"If we don't do something," Berg said at the end of March, in accepting his party's nomination, "our kids are going to live in an America that has lost its way."

Numerous attempts to revive the series in film and television form have been made in the years since Knight Rider went off the air (including, most recently, a 2008 TV series that lasted one season), but the latest iteration ? a film adaptation, currently at the Weinstein Co. ? is what Hasselhoff has his sights set on.

In fact, he told Movieline, it?s the Weinstein Co.?s Knight Rider film that helped entice Hasselhoff to take part in Piranha 3DD. ?Bob Weinstein called me and said, ?Come on, man ? if you do this movie and it does really well, I?ll put you in Scary Movie,? Hasselhoff said, "'and then we own Knight Rider, maybe we can put you in the Knight Rider movie???

The talks that open in Baghdad Wednesday between Iran and six world powers on curbing Iran?s nuclear program may well determine whether Israel or the US launches airstrikes against Iranian nuclear facilities. The talks will also be a factor in the US presidential election this year.

But no one should expect to see Wednesday either a comprehensive agreement addressing more than a decade of concerns about Iran?s nuclear development, or a throwing in of the towel (by either side) that paves the way to war.

The more likely scenario, if the talks go well, is the launching of intensive, virtually constant negotiations, which would suggest that agreement on the key issues important to each side is possible and indeed achievable in some reasonably short time frame, some regional experts say.

?I don?t believe we should look at tomorrow as a make-or-break meeting, but having said that you also don?t want to approach this from the perspective that we have all the time in the world,? says Dennis Ross, a former special assistant on the Middle East to President Obama who is now at the Washington Institute for Near East Policy.

What should come out of Baghdad, he adds, is announcement of talks ?on a nearly continuous basis? on a set of substantive issues. ?That would suggest this is a process that is serious,? he says.

Others, including some Obama administration officials, say a possible ?positive? outcome would be an interim agreement that addresses the most pressing concerns about Iran?s nuclear program ? for example, Iran?s stockpile of uranium enriched to 20 percent purity, considered dangerously close to the 90 percent enriched uranium needed to fuel a nuclear weapon. Such an agreement would allow time to negotiate a more comprehensive deal.

Administration officials like to use clock analogies to describe this scenario, saying a good result would be an initial accord that allows for ?stopping the clock? or ?turning back the clock? on Iran?s nuclear program.

The Baghdad meeting, bringing together Iran and the five members of the United Nations Security Council ? the United States, Russia, China, Britain, and France ? plus Germany, follows an initial meeting last month in Istanbul, Turkey.

The US and some of its partners in the talks are speaking more hopefully about prospects for these negotiations than at almost any point in the past. One reason is the suggestion coming out of Iran that the regime is ready to make a deal ? and not just trying to drag out talks.

One explanation is that the tough sanctions that the international community has imposed on Iran in recent months are having a growing economic impact. Another is that Iran?s supreme leader, the Ayatollah Ali Khamenei, has consolidated power after a period of political turbulence and may feel more confident about making a deal.

Some influential policymakers, particularly in the US Congress, believe no deal is possible with Iran. They say the country out to hoodwink the world into accepting a nuclear program that one day ? surprise! ? delivers a nuclear weapon.

Mr. Ross acknowledges these concerns, and he says that is why any negotiating process coming out of Wednesday?s talks would have to have ?a very clear agenda? and be based on clear principles accepted all around the table. One such principle, he says, might be that ?it is possible for Iran to have a program of civilian nuclear power, but with fire walls? so secure and under such surveillance that there would be ?no breakout possibility.?

Among the demands that might be laid out on the table but not resolved Wednesday: The US might seek a shuttering of Iran?s underground Fordo nuclear facility, and the Iranians are expected to demand a loosening of economic sanctions as a first step for them to proceed. The most pressing matter for the world powers will be dealing with that stockpile of 20 percent enriched uranium.

Mr. Obama has said that there?s a window of opportunity for reaching a negotiated deal on Iran?s nuclear program, but that the window is closing. Wednesday?s talks are unlikely to produce a deadline for reaching a comprehensive deal, but at the same time, the message will be clear that any negotiating process won?t be allowed to drag on.

Secretary of State Hillary Rodham Clinton has said these can?t be ?talks for talks? sake,? so that formula or something close to it may surface Wednesday.

One factor looming over the Iran talks is the US presidential election. Republican hawks out to divebomb any hint of a compromise with Iran ? for example, accepting Iran?s right to uranium enrichment at some level ? will hem Obama in and make striking a deal almost impossible, some political analysts say. But others say a deal that puts off the prospects for another war in the Middle East would be a boon to Obama.

Any administration that was convinced it was possible to get a deal where Iran could have civilian nuclear power but could never get nuclear weapons ?would go for it,? says Ross, who has worked for presidents from both parties.

?I?m not persuaded that just because it?s an election year,? he says, ?it?s impossible to get an agreement.?

US assistance makes Yemen an inviting terror target

Officials have said the attack is likely the work of al-Qaida. The terrorist network has grown in Yemen because the country hasn't had an effective government for an entire year. NBC's Richard Engel reports.

A terror attack Monday on a Yemeni military parade that killed scores occurred amid increasing cooperation between the Yemen and U.S. governments, with the latter stepping up assistance to the Yemeni military and regularly targeting purported terrorist cells with drone strikes.

The cooperation reflects a growing? belief in U.S. national security circles that al-Qaida in the Arabian Peninsula (AQAP), the Yemeni al-Qaida affiliate, is now a bigger and more dangerous threat than the central al-Qaida group in Pakistan.

The cooperation is not limited to counter-terrorism. The U.S. is openly helping the new Yemeni government in counterinsurgency efforts against an AQAP-affiliated group, Ansar al-Sharia, in the south of the country. ?The assistance includes ?a small contingent? of military trainers and intelligence officers assisting the Yemeni forces.


The presence of the American personnel in Yemen is raising concerns that Washington risks opening another front in the war against al-Qaida before it has fully extricated itself from long, bloody conflicts in Afghanistan and Iraq.

But a senior U.S. counterterrorism official, who spoke with NBC News on condition of anonymity, said the AQAP?s successes in recent months give Washington little choice but to increase support for the new Yemeni government of President Abd-Rabbu Mansour Hadi.

?AQAP?s enhanced footprint in southern Yemen increases the chances that the group will establish a regional safe haven,? said the official.??This would be a dangerous development because AQAP?s anti-government fight and its terrorist plotting against the West are its two main goals.?Unless its gains are reversed, AQAP will have more flexibility to conduct external attacks from a position of strength.?

The Yemeni government position is about survival. Like Tunisia, Libya and Egypt, Yemen is under new management, after former President Ali Abdullah al-Saleh?s replacement by Hadi, his former deputy, in February.

Hadi?s position is precarious. Ansar al-Sharia, an Islamist insurgent group, is trying to further destabilize the water-starved, tribal-riven state, with the ultimate goal of toppling his government.

But Hadi?s ?increasing reliance on U.S. help has likewise caused him some difficulties, triggering protests among middle- and upper middle-class Yemeni youth who are resentful over the U.S. role in the country, particularly the drone strikes and surveillance.

Michael Leiter, former director of the National Counter Terrorism Center and now an NBC News analyst, said the deaths of nearly 100 Yemeni soldiers in Monday?s bombing are likely to bring two countries? counter terrorism efforts closer.

?Hadi's rise has probably brought greater legitimacy to cooperation with the U.S.,? said Leiter. ?? The president (Hadi) and elements of the security and defense establishment cooperate with the U.S. but want to keep that relatively quiet in order to avoid enflaming the domestic population.? .. . And, frankly, with horrific attacks like today, U.S. assistance often becomes more rather than less welcome.?

A Yemeni official, also speaking on condition of anonymity because he is not authorized to speak with the press on security operations, contended that ??broad cooperation? with the U.S. is necessary and marks a ?new level? of friendly relations between the two countries. He said the U.S. role in Yemen is limited in terms of numbers, but significant in helping the government turn back Ansar al-Sharia, which he characterized as ?militants, drug dealers and foreign groups.?

'Intelligence, satellite images and technical advice'
?The U.S. is providing intelligence information, satellite images and technical advice? valuable in both ?counterterrorism and counterinsurgency efforts, said the official. Both the U.S. intelligence community and the Joint Special Operations Command, JSOC, are involved. He emphasized there are ?no boots on the ground? fighting with Yemeni forces.

Neither the U.S. nor Yemeni official would put numbers on the U.S. involvement. Nor would the Yemeni? deny the presence of CIA officers on the ground.

The most high profile product of this cooperation has been the drone attacks on both counterterrorism and counterinsurgency targets. High profile attacks have killed three top AQAP officials in the past eight months, but there also have been an increasing number of attacks on lesser figures and even suspected gatherings of terrorists. The attacks, said the Yemeni official, have taken place ?all over the country.?

In September, apparently helped by material uncovered in Osama bin Laden?s compound in Pakistan, U.S. drones killed two American citizens in Kashef, about 85 miles east of the capital, Sanaa. The dead were Anwar al-Awlaki, an AQAP leader blamed for recruiting other Americans to the group?s violent cause, and Samir Khan, co-editor of ?Inspire,? a magazine whose articles included ?How to Make a Bomb in the Kitchen of Your Mom.?

Then, earlier this month, the director of AQAP?s external operations, Fahd al Quso, was similarly killed by a drone attack in a remote mountain valley -- his whereabouts reportedly exposed by a British-Saudi-U.S. undercover intelligence operation. The penetration of AQAP by an informant ?also resulted in the interception of a new, more sophisticated ?version of the underwear bomb previously used unsuccessfully? to try to down U.S. airliners. (Yemeni intelligence, said the Yemeni official, had ?no role? in that operation and was unaware of it.)

By some estimates, the tempo of the drone strikes against AQAP and Ansar al-Sharia is now even greater than in Pakistan, with the number of attacks in May surpassing even the most intense month of attacks against al-Qaida central in Pakistan. According to the ?Long War Journal? website, which uses local reporting to track Predator strikes, 30 AQAP fighters (and seven civilians) have been killed in five drone strikes in the past 10 days alone. (Both U.S. and Yemeni officials say that such local reports are often inaccurate or exaggerated.)

The larger concern in terms of U.S. involvement may be the counterinsurgency effort. The Los Angeles Times reported? last week that at least 20 U.S. Special Operations troops are using satellite imagery, drone video, eavesdropping systems and other technical means to help pinpoint targets for the Yemeni military offensive that?s currently under way in the south.?

The Yemeni official would only say that targeting is ?very selective? and that ?No Americans are fighting on the side of the Yemenis,? a point on which U.S. officials agree.

While the Yemeni official said the offensive has made great strides recently, there have been setbacks, including the killing of 32 Yemeni soldiers on May 7 when AQAP overran a Yemeni position. That was the deadliest single encounter for government forces in the war with AQAP until Monday?s attack.

The Yemeni official said that the public is supportive of both operations, despite a social media protest by the country?s youth that has drawn some attention.

He claimed that no civilians have been killed in the drone strikes and stated that that care has been taken to strike at times and places where only AQAP and its allies are present.

There?s no doubt that U.S. cooperation -- and the drone strikes?will continue. The U.S. wants to kill Ibrihim Hassan Al-Asiri, the AQAP?s expert bomb-maker, before he trains others in his craft.?

But the mere presence of U.S. military personnel in the country carries risk of a confrontation that could quickly escalate. This weekend, for example, a local Yemeni newspaper reported unidentified gunmen opened fire on a car that belonged to U.S. military trainers as they left the tourist al-Hodeida Land Resort in the western part of the country. None of the Americans were believed to have been injured.
